The leaders of the Assembly of Refugees from Azerbaijan propose construction of a city in Kovsakan, Nagorno-Karabakh Republic (NKR), and name it Bagaran.
“We are seeking an agreement on assistance with NGOs, as well as with the local authorities. We have quite positive preliminary results and we hope that our city will be more beautiful than Baku, and we will be able to re-establish the Armenian community there. We also hope it will be a free trade zone and symbol of peace,” said Mariam Avagyan, one of the assembly leaders. The new city must become a center of dialogue between the peoples in the region.
The city plan is ready. It will be a city with a population of 100,000, Avagyan said.
The assembly reached a preliminary agreement with former refugees that are running thriving businesses in different countries and ready to sponsor the construction.
According to Avagyan, the construction will cost as much as “Yerevan’s Northern Avenue.”
Eduard Polatov, one of the assembly leaders, said that the city will be constructed not only for refugees, but also for future generations.
