The Armenian Government has approved an action plan aimed at introducing an electronic governance system to notarial transactions.

The legal act establishes the necessary steps and the deadlines for program implementation.

Speaking at the cabinet meeting on Wednesday, Prime Minister Tigran Sargsyan said that certain clauses in the document would positively affect the quality of the services rendered. But he was also concerned that the prices for several services may go up simultaneously.

The premier stressed the importance of conducting analysis to realize the profitability in the sector.

“There are notaries who gain super income while others, with a lower workload, do not ensure that much profitability. So it is necessary to increase competitiveness in the sector to ensure normal market prices,” he said.

According to the premier, the recent inspections revealed that many notaries owning offices in central Yerevan have managed to attract lots of clients and earn more money than those notaries who work in other parts of the capital.

“Other notaries in the city do not have clients though they also offer good services. These are reserves, so we have to think of how to use them to strengthen competition in the sector and not to allow an unjustified increase in prices. We have to be sure that those prices will not go up artificially,” he added.
