Armenia never to act in defiance of Artsakh’s will: opinions
In an interview with times.am, Prime Minister of the Nagorno-Karabakh Republic (NKR) Ara Harutyunyan stated that the Madrid principles are unacceptable to the NKR.
“I do not think that Artsakh, if it were a negotiating party, would discuss this issue. And I am sure that, if finally presented to Artsakh, its authorities and population, such a document will not get any positive response,” he said.
In response to Tert.am’s remark that the ruling Republican Party of Armenia (RPA) has always been for the Madrid principles, RPA parliamentary group member Samvel Badeyan said:
“They are compromise principles containing points unacceptable to us. But a compromise implies that something is expected to be unacceptable to each of the sides. It is natural that there are points much more unacceptable to the Artsakh people, but such is a compromise.”
Armenia’s authorities will not make any step in defiance of the Artaskh people’s will.
“We stated long ago that we would accept what the Artsakh people would. If the principles in question are unacceptable to the Artsakh people, new principles have to be laid down. We will only sign principles that will be acceptable to Artsakh,” Mr Badeyan said.
Although negotiations over the Madrid principles are in progress, it does not mean the principles will remain unchanged, he added.
Styopa Safaryan, Founder & President of the Armenian Institute of International and Security Affairs (AIISA), believes that this statement means Artsakh rejecting the political guidelines official Yerevan has been applying for years. According to him, Artsakh is extremely free in stating its position, and this is a serious statement by official Stepanakert.
“Yerevan has recently been negotiating on Stepanakert’s behalf, with the principles on the table. And now that the Minsk Group co-chairs will not agree to Stepanakert becoming a negotiating party, it is the right step to reject something that has nothing to do with Artsakgh,” Mr Safaryan said.
The Madrid principles have nothing in common with the causes of the Nagorno-Karabakh conflict. Rather, they have to do with the consequences.
The international community, first of all the Minsk Group, should think of a new platform.
“I said long ago that the Madrid principles were a way to war. The international community is now concerned over Azerbaijan, seeking to win its favor. Artsakh did right. The must be sent a signal that the key to the settlement is in Stepanakert, rather than in Baku or Yerevan. And if the Artsakh people will not accept anything, nothing can be forced on them.”
The Minsk Group should think of involving the party to the conflict in the negotiations instead of holding unsuccessful meetings.
“Azerbaijan’s latest attacks on Armenia’s borders were intended to show it is allegedly a conflict with Armenia. Artsakh must change the rules of the game somehow,” Mr Safaryan said.
With respect to the Armenian authorities’ statement that they will not do anything in defiance of the Artsakh people’s will, he said:
“Armenia’s authorities cannot do anything but state that Artsakh must be a negotiating party and cannot accept anything unacceptable to Stepanakert.”
Political scientist Levon Melik-Shahnazaryan believes that any program envisaging the return of the Armenian territories to Azerbaijan cannot be acceptable.
“The Artsakh Republic occupies only part of historical Artsakh now. Therefore, any negotiations for territorial concession are unacceptable. The Artsakh Republic is located in а territory that has for centuries been occupied by Armenians and returning some part of this territory to Azerbaijan would be legalizing the Armenian Genocide committed in Azerbaijan as far back as 1918-1920. No Armenian has this right whatever his or her post.”
Mr Melik-Shahnazaryan agrees with the NKR premier’s statement that the Madrid principles are unacceptable to Artskah.
With respect to alleged disagreements between the Armenian and Artsakh authorities, he said:
“We have been offered principles and negotiations are in progress over them. And if we accept the proposals, it will cause disagreements. The Madrid principles have been in effect for many years. If the sides cannot reach an agreement on the principles, it means the Armenian side is not going to cede the Armenian territories to Azerbaijan.”
In response to Tert.am’s remark that the ruling Republican Party of Armenia (RPA) has always been for the Madrid principles, Mr Melik-Shahnazaryan said:
“Not for the Madrid principles, but for negotiations over them. They are different things. Azerbaijan and Armenia have repeatedly stated that they accept the Madrid principles as a basis for negotiations. They are six principles, and five of them can be acceptable, while one is unacceptable. Negotiations are better than war, which, however, does not mean concessions are better than war. Issues are sometimes settled by means of war.”
