Suspect for multiple murder in Gyumri not to be handed over to Armenia

Officials of the Armenian and Russian Prosecutor General’s Offices discussed the details of the multiple murder in Gyumri.

They stressed that all those responsible must be punished with the full rigor of the law.

“The suspect, Valery Permyakov, is a Russian citizen and is in charge of Russian law-enforcement agencies. Therefore, the issue of handing him over to Armenia’s law-enforcement agencies is not being discussed as, according to the law, a Russian citizen cannot be handed over to another state. Such a prohibition is also envisaged by Article 30.1 of Armenia’s Constitution,” reads a statement.

Armenian and Russian law-enforcers are actively cooperating in conducting the investigation. The Armenian side will be consistent in calling all those responsible to account.
