Attitude to elections more important than non-recognition – Nagorno-Karabakh official on Minsk Group statement
Of much higher importance is the OSCE Minsk Group Co-Chairs’ statement welcoming the upcoming parliamentary elections in Nagorno-Karabakh than their non-recognition of the process in terms of diplomacy, says a spokesman for the country's president.
“Their welcoming [the upcoming parliamentary elections] is more important. This is what any civilized individual or representative of a state is supposed to record. Another question is that they actually noted they do not recognize [Nagorno-Karabakh]. These are diplomatic terms they are always using,” David Babayan told Tert.am, as he commented on the part of the statement that reads that the Co-Chairs “recognize the role of the people of Nagorno-Karabakh in deciding their future. However, none of our three countries, nor any other country, recognizes Nagorno-Karabakh as an independent and sovereign state.”
Referring to the Co-Chairs’ statement, Azerbaijani mass media reported that the French co-chair does not consider the upcoming parliamentary elections in Nagorno-Karabakh legal as Nagorno-Karabakh is not recognized as a sovereign state.
“The French co-chair’s words must have been misinterpreted because not being recognized and elections not being legal are different things. An unrecognized state can hold free, fair and legal elections, which is always the case in Artsakh. On the other hand, internationally recognized states can hold elections, but all of them are illegal. Azerbaijan is one of them.”
In the statement issued on Thursday, the OSCE Minsk Group also said that “we do not accept the results of these ‘elections’ as affecting the legal status of Nagorno-Karabakh, and stress that they in no way prejudge the final status of Nagorno-Karabakh or the outcome of the ongoing negotiations to bring a lasting and peaceful settlement to the Nagorno-Karabakh conflict.”
Commenting on the statement, Babayan said he sees that not only the illegitimate elections in Azerbaijan are problematic but also the country’s poor human rights record has stirred up tension in the relations with the US and West.
A delegation of French observers, led by President of the National Assembly and Head of the France – Nagorno-Karabakh Parliamentary Friendship Group Francois Roshbluan is now in the country to monitor the elections.
Babayan added that they also expect observers from the United States, Israel, Estonia, Russia, Mexico, Spain, Zimbabwe, the Scandinavian countries, as well as Armenia.
The spokesperson added that the country hosts more observers during presidential elections but added that “both the geography and the visitors number increases from election to election every year”.
Babayan said he knows that some of the guests and tourists who visited Armenia last week to attend the Genocide centenary events also conducted a trip to the Nagorno-Karabakh Republic.
