Electric Yerevan: Chief of police insists on 'tolerant attitude' (updated)

Chief of Police Vladimir Gasparyan, who joined the crowd in the afternoon, said he has ordered a relocation of police forces, ensuring also the presence of a water cannon and special equipment at the protest site.
“Don't worry! We are not going to cordon off or assault anyone. It is being done for ensuring a strictly local operation in case other streets or parts of Yerevan are blocked. And we will be very tough. The Baghramyan [Avenue] is commonly known as the social rebellion spot, which we actually tolerate,” he said, promising strict measures against any initiative to block other parts of the capital.
“This city belongs to us all, so to paralyze it for silly reasons, saying, ‘We are conducting awareness-raising’ is not the right way. That creates instability and an atmosphere of permissiveness. I will never let anyone think that the Police will tolerate an atmosphere of permissiveness in this country. What people do here is just to raise their social problem; that’s why we are tolerant to all that,” Gasparyan noted.
He added that non-professionals and illiterate people can be found absolutely in every sphere.
Commenting on the international reports on the police activities, Gasparyan said, “I know my system better than they do, including the shortcomings and my own accomplishments. It is very good on their part to issue evaluations to which we pay attention, but I will never guide myself by another’s opinion. I know much more about our system, so I philosophically treat those opinions.”

The protest against the planned hike in the electricity tariffs continues in Armenia’s capital, with a crowd of people joining the civic group “No to Plunder” in the sporadic rally in Baghramyan avenue.
The protest site is blocked. The crowd spent yet another night in the street, urging for a suspension of the decision to raise the tariffs.
The civic group launched the protest on Monday, rallying a crowd of supporters in Yerevan's Liberty Square. They later headed to the Presidential Palace in a sporadic march, but the police later resorted to violence in an effort to supress the public anger.
On Monday night and Tuesday morning, the police used water cannons to disperse the crowd. They also held 237 protesters who were released shortly after being taken to police precincts. Uniformed and plain-clothed policemen used force against the peaceful crowd, especially journalists, breaking video and photo cameras.
