Reforms in college education sector notable, says minister
Armenia’s minister of education and science praised the progress and achievements in secondary specialized education as he met on Friday with the heads of colleges and vocational schools at the Yerevan State College of Information Technologies.
Armen Ashotyan said that the past academic year saw the major problems in the sector resolved, with education issues being under the government’s spotlight as a state priority.
“There are of course considerable problems requiring long-term solutions, but I give you my assurances that the sector has the necessary potential,” he said, according to a press release by the Ministry of Education and Science.
The minister pointed to the increased number of non-fee paying students, saying that the state funding will continue also in the coming years focusing on the priority areas (IT, agriculture, art).
Another achievement, he said, was the examination-free admission in the said institutions (with the exception of narrow professional fields). In that context, Ashotyan urged the heads of the institutions to follow the spirit and letter of the law om organizing the admission procedures to avoid creating unnecessary obstacles for entrants entitled to study for free.
The cited the continuing technical and material modernization of educational institutions as another achievement, noting that in the past decade the effort was largely possible due to budgetary allocations and support by the EU and international organizations.
He further highlighted the updated curricula and educational materials (including manuals in Armenia), as well as the revised education criteria as a key achievement, noting that trainings for teaching staffs were organized continually over the past year.
And last but not least, the minister noted that the number of students choosing secondary specialized institutions increased from 14,000 to 21,000 since last academic year.
Addressing the challenges, the minister pointed out first to the existing gap between the educational institutions and the private sector, especially companies that could potentially be employers for most of the graduates. Citing a survey conducted by the UNICEF, Ashotyan said he knows that most people with college education appear work in fields unrelated to their area of specialization.
“In global terms, we have resolved the problem, helping young people to find jobs by offering them a quality education. In this context it is necessary to note that the transition of to the 12-year [school] education had its direct impact also on the policies in the professional education sector. After completion of nine years of study, only the students with the required level of academic performance and those from communities where we cannot organize professional education locally we’ll go to senior schools. All the other young people have to be sent to colleges,” he said, adding that an estimated 2/3 of basic school graduates are expected to continue their education in specialized educational institutions.
