Armenia’s military efficient enough to protect state border – ex defense official
In an interview with Tert.am, a former deputy minister of defense, Vahan Shirkhanyan, shared his comments on the recent escalations on Armenia’s north-eastern border and the Nagorno-Karabakh frontline, expressing a strong belief that Armenia's armed forces are efficient enough to ensure the necessary protection in any circumstances. Meantime, he also stressed the importance of involving Nagorno-Karabakh in the OSCE Minsk Group-mediated peace talks aimed at settling the Armenian-Azerbaijani conflict.
Mr Shirkhanyan, we often hear different expert and political opinions saying that the CSTO [Collective Security Treaty Organization] must have an involvement in case of border tensions.
If we are speaking about the CSTO Treaty and the importance of implementing the clauses enshrined in that treaty, I do not see such a necessity. Armenia’s armed forces are absolutely capable of making counter-reaction and protecting the country’s borders. So seeking the CSTO’s assistance is wrong and impermissible in the current circumstances.
With regard to the calls and statements by the OSCE Minsk Group co-chairs, it is often said that they put an equal sign between the parties, thus playing into the hands of Azerbaijan. What’s your opinion on that?
First, if we look back a little bit, the Minsk Group does not even have a full mandate to handle that issue. Heads of several countries just created that group, promising their efforts to deal with it. But what we saw over the years is that they do not deal with conflict settlement; they pursue their own national and state interests in the region. I don’t think that balanced statement by the co-chairs makes any sense at all in the current conflict settlement process. They must be able to maintain objectiveness, but they do not. Personal Representative of OSCE Chairperson-in-Office Andrzej Kasprzyk says “we are unable to determine with certainty how the violence originated”. The entire world is under control today from the universe. So aren’t they able to keep this region under control to see who violated the ceasefire regime? Don’t they want or aren’t they able to, because they are aware that Azerbaijan, who they protect, will turn out to be the guilty party? They pin hopes on Azerbaijan, as Azerbaijan promises to supply gas to Europe in defiance of Russia. Azerbaijan is running into unimaginably difficult problems; yet, those countries protect Azerbaijan, speaking of its territorial integrity etc.
What’s your position on Nagorno-Karabakh’s involvement in the negotiation process?
That involvement originally existed; later it was decided, however, that it was needless. And that was a gross error by Armenia’s diplomacy, which led and still keeps leading to heavy aftermaths. Negotiations must be direct, so Artsakh must surely be a key negotiating party in the current conflict settlement efforts.
