Climate change conference starts with moment of silence for Paris attacks

One by one, some 150 leaders are arriving at the conference center near the Le Bourget airfield just north of Paris. Climate change negotiations in Paris have started with a moment of silence and commemoration for the victims of the attacks in the French capital. UN Secretary-General Ban Ki-moon said governments' pledges to cut global warming emissions aren't enough and should be reviewed before 2020. The climate talks opening on Monday are taking place under extra-high security after Islamic extremists killed 130 people November 13 in the deadliest attacks in France in decades. The agreement must be durable - it should provide a comprehensive, long-term vision of the opportunities created by low-emission, climate-resilient development and flexible.

France's interior minister said that 208 people were detained after clashes with riot police on the eve of the start of a critical climate conference, and that 174 of them were being held for possible charges. Bernard Cazeneuve said Sunday a total of 208 people were arrested after the clashes, but some were later released. Police used tear gas to stop the advance of groups of several hundred people throwing projectiles that included memorial candles, police said. "These individuals have no place and that's why everything will be done to move them aside", Hollande said from Brussels.
