Nagorno-Karabakh recognition bill: opinions divided
The bill on recognition of Nagorno-Karabakh co-authored by Zaruhi Postanjyan and Hrant Bagratyan has not been approved by the Standing Committee on Foreign Relations, Parliament of Armenia.
Committee Chairman Artak Zakaryan reiterated his opinion that Nagorno-Karabakh is a full-fledged state.
However, the right moment for recognition has not yet come.
“We should not make unilateral steps and out our fellows in an awkward situation,” he said.
Naira Zohrabyan, Head of the parliamentary faction of the Prosperous Armenia party, said that that the issue is a most delicate and a “patriotic race” is not t the point. If confidence is displayed, Nagorno-Karabakh will be internationally recognized. Armenia can recognize Nagorno-Karabakh in a moment, but the Prosperous Armenia party will not take part in the vote to avert a full-scale war.
Ruben Hakobyan, of the Heritage party’s parliamentary group intends to vote for the bill despite ample opportunities for speculations. He calls on MPs to remove the issue from the agenda as it needs a serious approach.
Armen Rustamyan, the leader of the opposition Armenian Revolutionary Federation-Dashnaksutyun (ARF-D) faction, says their opinion is never subject to change. “We have always voted in favor of such initiatives, stating plainly that we cannot vote ‘against’. But that has to be unanimous. It is important for the negotiators to state clearly when the right moment is; we must have it in our arsenal,” he added.
Vahe Hovhannisyan of the Prosperous Armenia faction said he is opposed to any voting over Nagorno-Karabakh’s recognition, a move which he described as a serious blow to Armenia in face of the international community. “My request to them is to reach a consensus and call it off not to give way to unnecessary discussions,” he added.
Hrant Bagratyan (opposition Armenian National Congress), a co-author of the bill, added, “What you vote over today is whether or not to include it into the agenda. So I propose that we vote ‘for’,” he added.
According to Tigran Urikhanyan of the Prosperous faction, Nagorno-Karabakh’s recognition by Armenia is likely to increase the aggression twice against the country.
His opinion wasn’t shared by Zaruhi Postanjyan of the opposition Heritage party, who said warlike operations occur regardless of any political decision. “Whether we recognize [Nagorno-Karabakh] or not, we are not going to halt the large-scale operations by that,” he added.
Edmon Marukyan proposed keeping the issue on the agenda and using it depending on the negotiations’ procedure.
Vahram Baghdasaryan, the leader of the ruling Republican faction, urged the parliament to refrain from the move for now and follow instead the political developments. “When the right moment arrives, I am sure it will not only be put to vote but also followed by recognition - both by Armenia and the international community,” he said, adding that their political force will not join the voting.
