EEU membership of no benefit to Armenia – Stepan Grigoryan
Membership in the Eurasian Economic Union (EEU) has proved of no benefit to Armenia, Stepan Grigoryan, Board chairman, Analytical Centre on Globalisation and Regional Cooperation (ACGRC), told Tert.am as he summed up Armenia’s 3-year-long membership in the EEU.
“They are manipulating figures. I remember official statements this April-May on a decline in trade, exports and imports. However, some time later, they made official statements on great progress. Different figures can be cited, but we should be specific. Does our population feel their life has improved or do we see less corruption after Armenia’s joining the EEU?”
Mr Grigoryan cites a number of reasons why Armenia should not have joined the EEU.
“We have a serious problem, namely, the absence of a common land border with the EEU. However, any free market relations require borders,” Mr Grigoryan said.
The problem was obvious when the Upper Lars highway was closed this May-July.
“Our major problem is the absence of a common border with Russia, which prevents our access to the markets of Russia or any other EEU member-state,” Mr Grigoryan said.
Of course, the EEU is a “very young” structure, and problems are natural. However, Mr Grigoryan is concerned over the economic benefits Armenia could derive from its EEU membership.
One of the consequences of Armenia’s accession to the EEU is the loss of sovereignty.
“For example, we cannot sign a free trade agreement with Georgia. We have old agreements, but we cannot update them. This is the reason for Armenia’s interest in a free trade agreement between Iran and the EEU. Economists can calculate and make sure it is great damage to our economy,” Mr Grigoryan said.
Commenting on expert opinions that Armenia had political reasons for joining the EEU, Mr Grigoryan said that the last two of the three founding states (Russia, Kazakhstan and Belarus) did not want the organization to be a political one and they succeeded to an extent.
“When they point out a major role of the political component in the EEU, they mean relations with Armenia. Armenia’s accession to the EEU was more of political nature as we have an unsettled conflict over Nagorno-Karabakh, a security problem and we did not decline Russia’s proposal,” Mr Grigoryan said.
Armenia is still faced with the aftermath of that decision.
“If the EEU operated actively, I would say what could be done. I was for Armenia signing an Association Agreement with Europe. If it had been signed, it would have worked better or worse. But the EEU need times to start operating well,” Mr Grigoryan said.
Russia is in crisis, faced with sanctions.
“On the other hand, we have a global crisis. Bu we assumed political responsibility which prevent our cooperation with other states. I think Armenia, with military security issues settled in cooperation with Russia, has a chance now to be free in its trade and economic activities. And we can apply this formula now,” he said.
