Situation around Nagorno-Karabakh unliklely to escalate into war - debate

16:38 • 16.06.17

The April blitzkrieg in the Nagorno-Karabakh conflict zone does not rule out the possibility of heavy military operations, yet the tensions are not likely to escalate into a large-scale war, an Armenian ethnographer said today, commenting on the Turkish-Azerbaijani exercises on the territory of Nakicevan.

According to Hranush Kharatyan, Turkey is now interested in military escalations in Nagorno-Karabakh in the light of the idea of creating an independent Kurdish state.

“Neither Azerbaijan’s pompous statements nor the Turkish-Azerbaijani military drills are something new and surprising to us. Turkey had Azerbaijani weapons on its territory back in the period of the Nagorno-Karabakh war, but for Armenia it is really very difficult to conduct negotiations with a country having no sense of responsibility at all – even in light of the problems we are facing internally,” she told a news conference.

Addressing the Madrid and Kazan documents, Kharatyan highlighted their non-favorable aspects for Armenia.

“I personally find that the Madrid deal is not absolutely in Armenia's interests. A document far worse than that is the one signed in Kazan [in 2011]. They both imply a phasal settlement in essence,” she said, criticizing further the requirement for returning territories in exchange for status.

Kharatyan stressed the need of clarifying both the aspects before bringing the topic into the actual agenda.

Anush Sedrakyan, a political analyst also attending the news conference, blamed the Armenian diplomacy for a failure to effectively cooperate with European institutions and the media, and the attempts to draw parallels between the Nagorno-Karabakh and the Crimea conflicts.

“On the other hand, the most important processes in conflict settlement are those going on behind the scenes, so people are never engaged in those processes in essence,” she added.

Sedrakyan also agreed that mutual concession should be excluded from the agenda, especially in the light of the April 2016 developments.

“We saw what every single inch of a ceded land means. It implies more bullets and more shooting. We saw also how mutual concessions cost human lives,” she added.
