New EU agreement to offer no benefit to Armenia – political analyst
The Comprehensive and Enhanced Partnership Agreement, which Armenia is going to sign with the EU later this year, is unlikely to contribute to major political or economic changes in the country’s life, according to an analyst.
Suren Zolyan shared his vision of the document at a Saturday news conference but refrained from any comments on a deal "whose contents were never made public”.
“The reactions are very restrained in both Armenia, and Europe and Russia. As opposed to the wide discussions over the statements which officials regularly used to make, we know see a kind of silent consent to not address the topic. I can only guess that it will be a general document not affecting any country’s interests. That document, I think, will pave way for specifying future developments and relations. And I believe it will be successfully signed as yet another step towards continuing the cooperation, but I do not have serious expectations,” he said.
Zolyan also agreed to the repeatedly voiced concerns that the document might have in advance been coordinated with the Russian authorities. In his words, such a move would have been absolutely logical given that Armenia is Russia’s strategic ally.
Admitting that the EU-Armenia relations are now facing a stall, Zolyan also warned of the impact of such reverse processes as Brexit (which he said seriously threaten a regress). “What all the parties need are positive signals - no matter the real processes behind them,” he added.
Meantime, Zolyan agreed that the US sanctions against Russia would make the European Union adopt a tougher stance on the country “But Armenia will not suffer major losses as its role is really very small in the big game. Another thing which has been repeatedly stated is that [the EU] has an understanding approach to those relations, admitting Armenia’s geopolitical, as well as historical ties with Russia.”
“So they will take an understanding approach also this time, as very little will practically depend upon Armenia,” he said.
All Armenia needs is to establish closer relations with the EU; yet the country is now very little concerned with those processes, as it is deeply immersed in its own problems, Zolyan noted.
Asked what real factors might prevent Armenia from concluding the agreement in November, he said he has strong doubts about the possibility of such a scenario. “Virtually, anything may halt [the process]. At the moment, however, I do not see any impediment. So I believe [the agreement] will be signed. And I don’t think it will make way for any changes in our economy or politics,” the analyst added.
