It is now time to publish new EU-Armenia cooperation agreement, says analyst
An Armenian political analyst on Thursday highlighted the need of publishing the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA), considering the move absolutely necessary in terms of mitigating public concerns.
Speaking at a news conference, Stepan Grigoryan, Chairman of the Board at Analytical Centre on Globalisation and Regional Cooperation, said the deal, initialed earlier this year, can be freely made public amid the continuing dialogue and negotiations.
“There is a specific international norm not allowing a document to be published whenever a [potential signatory] state is opposed to such a publication. What we have now is an initialed document between the European Union and Armenia, and to the best of my knowledge, Armenia is against its publication until the signing,” he said, meantime admitting that a decision to unveil the contents would dispel many doubts and exhaust many questions still remaining unanswered.
“I don’t think that the document, which was initialed in March, contains highly confidential provisions,” Grigoryan added.
Asked why then the Armenian authorities avoid making it public, the expert said he thinks that they may either be pursuing a “specific work style” or have concerns that certain controversial provisions may not receive Russia’s approval.
The analyst dismissed the concerns that the document will be declarative in nature, noting instead that its implementation in good faith will offer real benefits to Armenia.
“The document proposes a big package of legal reforms. There are provisions promising progress in the [bilateral efforts towards] facilitating the visas, reducing corruption etc. If Armenia is really commited to implement the said [provisions], it will never be a formal document. It is not certainly an Association Agreement as it does not imply the creation of a free trade zone, but it is also far from being declarative,” he added.
The EU-Armenia relations, governed by a document signed in 1999, have seen considerable changes over the period, but they are not reflected in the document, Grigoryan said. “There are new sectors of cooperation between the sides. We are now working on them, but they haven’t been incorporated into the document. The new document should cover all the sectors,” he added.
