'The ball is in EU's court now' – Republican lawmaker
Armenia has done everything possible to achieve the signing of the Comprehensive and Enhanced Partnership and Cooperation Agreement (CEPA) at the Eastern Partnership countries' upcoming, according to Armen Ashotyan, the chairman of the National Assembly's Standing Committee on Foreign Relations.
“The ball is in the EU’s court now,” he said in an interview with Tert.am.
The politician highlighted the technical and political aspects of the process which he said need to be finalized to make the signing possible at the meeting in November. Noting that the European Commission needs all the 28 member states’ consent to be able to sign the document, Ashotyan refrained from naming the countries which haven’t yet given consent.
“An encouraging moment is that the European Commission has issued a corresponding notice to the European Council requesting a draft document reflecting their consent. So what the European Council needs to do now is to obtain consent by the national states to finalize the process. That’s the organizational-technical aspect of the problem, which is time-consuming and deals partially also with the translation process.”
“As for the political aspect, I think that Armenia’s foreign policy agenda has clearly underlined the importance of regional stability in the context of the Artsakh (Nagorno-Karabakh) conflict settlement, a core issue on our foreign policy agenda. And the problem has been properly formulated and reflected in the document to be signed with the EU. The Comprehensive and Enhanced Partnership Agreement clearly expresses the sides’ approaches to fully and unconditionally supporting the activities of the Minsk Group,” he said, ruling out Azerbaijan’s possible efforts to reshape any format or principles.
Admitting that the document does not have a legal content, Ashotyan said they prioritize its political significance. “The Eastern Partnership’s Brussels Declaration is really very important for us. If it addresses regional issues and conflicts, the EU will demonstrate a consistent approach to the opinions underlying the activities of the Minsk Group, the new agreement to be signed with Armenia and, last but not least, the summit held in Riga. In such a vital issue for Armenia, we expect and insist that the wording regarding the Artsakh issue be in line with the Agreement to be signed in Brussels,” he said.
