Non-recognition of Artsakh questions legitimacy of other post-Soviet states
Any failure to recognize Nagorno-Karabakh (Artsakh) questions also the status of several post-Soviet republics which are now members states of the European Union, according to Eduard Sharmazanov, Vice Speaker of the National Assembly of Armenia.
At a news conference on Wednesday, Sharmazanov highlighted particularly the OSCE Minsk Group’s role, which he said focuses all its efforts on achieving the country’s international recognition. “Our goal is the final determination of the Artsakh people’s fate which must be recognized by the international community. This is the key topic in the negotiations,” he said.
Sharmazanov emphasized the urgent need of eliminating the root causes of the problem (created by Azerbaijan) instead of focusing too much on the consequences. “And the reason is that neither Azerbaijan nor Turkey have yet arrived at the understanding that the Artsakh people enjoy the same right of living in freedom as do the people in Azerbaijan, Armenia and [other] former USSR countries,” he said.
Sharmazanov called attention to the fact that the Artsakh citizens gained independence from the USSR, not Azerbaijan, in the early 1990s.
“Artsakh has never been part of Azerbaijan. It proclaimed independence before the Union’s collapse on exactly the same legal grounds as three former USSR states [Latvia, Lithuania and Estonia] which are now EU members,” the parliament official noted.
He added that he had the occasion to address the topic also in the course of a recent visit to Latvia. “The EU-Armenia Agreement, which has a clause on the Karbakh conflict, clearly highlighted the three accepted international principles: non-use of force, territorial integrity and right of peoples to self-determination. We are hopeful that our European partners will ratify it within the shortest possible timeframes to give a legal effect to the clauses prohibiting any digression from those three principles,” Sharmazanov said, stressing also the importance of raising international awareness of Karabakh.
