Armenia needs drastic reforms in military  - public activist

Armenia needs rapid and drastic reforms in its military in the face of the national security challenges threatening its future, according to Avetik Chalabyan a management consultant and a prominent public figure.


In an interview with Tert.am, Chalabyan stressed the urgent need of modernizing the country’s defense capacities, considering it a strong guarantee for securing the society's safety and well-being. He also called for a proper government attention to the problem “to avoid the population’s migration in search of a safer haven”.


In his words, the Armenian society is still living “under conditions of an undeclared war” requiring it to demonstrate a high degree of vigilance to react to the adversary.


Meantime Chalabyan admitted the positive developments of 2017, especially the Defense Ministry’s intensive steps towards signing a weapons supply loan agreement with Russia, activities towards developing a feedback mechanism with servicemen and strengthening the ceasefire monitoring along the Line of Contact, as well as launching the insurance fund in aid to the families of wounded or deceased servicemen.


“The vast variety of problems we raised time and again in the previous years started actually finding their solution little by little, and that's really encouraging to us. I have to admit at the same time that the army is an extremely complicated structure. Reforms in the military cover most different areas, ruling out any chances of their rapid implementation even in case of the greatest desire. Many problems are still practically awaiting their solution, especially due to a shortage of professional and material resources,” he said, expressing hope for future government efforts to expand the scope of the activities to address also other concerns.


“We need to build qualitatively new defense capacities in literally a couple of years to combine the process of ensuring the country’s national security with the personal security of the servicemen and the high efficiency of the resources imported. We are ready to continue assistance to those reforms to the best of our abilities, because any kind of reform in this area helps to actually save human lives. Hence any reasonable effort by the state is really justified,” Chalabyan added.
