Armenia should have applied to UN Security Council after April war – ex-ombudsperson
Armenia should have applied to the UN Security Council on the state level after the April war to call an urgent international attention to the issue, a former ombudsperson said on Monday.
“The political pressure should have been stronger on other platforms. My firm belief is that Armenia should have applied to the UN Security Council as a state to eventually elaborate on the developments during the April fighting,” Larisa Alaverdyan told reporters.
She cited the Azerbaijani authorities’ repeated misrepresentations of facts and attempts to blame Armenia for launching offensives.
Alaverdyan, who now heads the NGO Against Legal Arbitrariness, said she has joined several advocates’ campaign of filing applications with the European Court of Human Rights. She added that their organization has undertaken the case of the killed child in Zoravan (border village in Nagorno-Karabakh's Martuni region).
“We have ourselves drafted all the applications; that [case] has been submitted to the ECHR. We do not yet have their response as to its admissibility, but in all the other cases, regarding the victims and survivors, we have lawyers handling the necessary procedures,” she said.
Two separate groups of cases have been lodged with the Strasburg court, the first dealing with the Azerbaijani military’s brutalities against Armenian civilians (including crimes of torture) and the second addressing property-related issues.
Asked to comment on the dynamics in the peace talks in the past two years (since the eruption of the hostilities), Alaverdyan said she observes absolutely no changes in the process.
She said that President Bako Sahakyan’s recent visit to Washington could inspire a little hope for future progress. “That demonstrates that a new platform of opportunities has opened up to allow us to gain maximum advantages,” Alaverdyan added.
