Systemic corruption 'totally ruled out in Nagorno-Karabakh', says justice minister

Systemic corruption, as a major evil to the state and society, is totally ruled out in Nagorno-Karabakh (Artsakh), according to the country's minister of justice.


Ararat Danielyan addressed the situation in their judiciary, and the legal reforms linked to the recently adopted constitutional reforms in an interview with Tert.am, highly appreciating the government's consistent work in ruling out corrruption risks.


“Corruption is an evil for any country, which dismantles the state from within, undermining the economy and the defense capacities and developing a sense of injustice among the people. Systemic corruption is totally ruled out in Artsakh - that’s the first thing to say, whereas individual cases are always revealed to receive an appropriate legal evaluation. The Artsakh authorities show a very consistent approach to this, sparing no effort in preventing and ruling out corruption risks. This kind of policy naturally being implemented also in the system of the Ministry of Justice,” he noted.


Asked whether the country’s unrecognized status hampers in any way the process of exercising different functions in the judiciary, Danielyan said they do not absolutely face major restrictions in their regular work.  


“Justice is among the sectors that deals directly with fundamental human rights and liberties, and their protection and clear-worded definition in legislative acts. We attach a great importance to the ratification of international documents. In the past years, we carried out considerable work towards acceding to different international conventions, including the [Council of Europe] Convention for the Protection of Human Rights and Fundamental Freedoms, the International Covenant on Economic, Social and Cultural Rights, and several other international documents. We intend to continue these processes also in the years to come.”

 

The minister elaborated also on the developing cooperation also with international organizations, including with different institutions of the Commonwealth of Independent States (CIS). “The cooperation continues in very different formats –over legal affairs, as well as with different subdivisions of the Ministry. We actively follow the international practice within our authority in this field and conduct discussions - including with corresponding institutions and international organizations,” Danielyan added.

 

The Nagorno-Karabakh conducted a constitutional referendum on February 20, 2017 to adopt a new government model allowing for a transition from a presidential to a parliamentary republic. Under Article 167 of the Constitution, the country has three years to complete the process to bring its entire legislation in line with the basic law.
