‘Welcome to Azerbaijan’ signboard on southern Armenian highway runs counter to international human rights norms – Ombudsman
Ombudsman Arman Tatoyan has issued a statement expressing grave concern over the Azerbaijani authorities’ blatant acts of abuse amounting to a violation of the internationally recognized human rights targeting the residents of Armenia’s southern border regions.
He voiced his anger especially over a ‘Welcome to Azerbaijan!’ signboard (in English and Azerbaijani), as well as several Azerbaijan flags on an intercommunity roadway in the southern region of Syunik,.
The Office of the Human Rights Defender had earlier received emergency calls from residents of several communities (including the town of Kapan and the villages of Shokahogh, Srashen, Tsav, Nerkin Hand and Shishkert. Also the mayor of Kapan has presented the necessary information to the ombudsman).
The civilians were concerned, in particular, over premeditated threats to their physical security and mental integrity, as well as gross violations of their property and other fundamental rights, including the interests of children. Also, complaints were voiced over attempts to demonstratively target civilian residents, thereby increasing tension in other Armenian villages (along with the repeated gunshots).
After detailed studies and a monitoring, initiated in collaboration with the Syunik regional and central subdivisions of the Human Rights Defender’s Office, as well as discussions with the local residents, the concerns were confirmed.
The Ombudsman has called for consideration of several key factors:
1. Azerbaijan continues its state policy of organized Armenophobia and hostile propaganda;
2. Top Azerbaijani government institutions openly speak of ethnic cleansings and genocide, using a language insulting the entire Armenian nation;
3. Open calls for war – including by public figures and human rights advocates – are being voiced in Azerbaijan;
4. The Azerbaijani troops, deployed in the direct vicinity of the said villages, have been releasing gunshots – from minor- , as well as large-caliber weapons – being very often under the influence of alcohol (as spotted by the vilages);
5. Azerbaijani troops, i.e. – armed individuals – are deployed on the roadway connecting the town of Kapan with the village of Chakaten;
6. The determination of Armenia’s borders with Azerbaijan (that led to the installation of signboards and flags, and the deployment of Azerbaijani armed forces) is being carried out with gross violations of human rights, posing real threats and running counter to the foundations of international human rights norms and rule of law. Consequently those acts have practically no legal force;
7. The Azerbaijani armed forces have been committing – especially during and after the September-November 2020 war - [crimes] of torture, [acts amounting to] inhuman treatment and other war crimes against Armenian servicemen and civilians.
