Zhoghovurd: Armenian authorities ‘pressing ahead’ with electoral reforms with no consultative opinion by Council of Europe experts

Despite the haste by the ruling parliamentary bloc to table the proposed electoral reforms, no consultative opinion is reportedly available as yet by the Council of Europe Commission for Democracy through Law (Venice Commission).
Considering the European colleagues’ views to be “of advisory character”, the lawmakers of My Step have practically opted for initiating the process without awaiting their professional conclusion, says the paper, noting that the Commission is opposed to the eaerly conduct of snap elections (recommending the voting no sooner than six months after enacting the amendments).
The bill, elaborated by members of the parliamentary majority, is thought to be essential in point of fact, says the paper, highlighting the proposed changes in the electoral procedures, the minimum thrashold for political parties and individual candidates, and the amount of the electoral pawn.
