Nagorno-Karabakh problem: territorial integrity principle must not be singled out – Serzh Sargsyan
Armenian President Serzh Sargsyan participated in a meeting of the Council of the Collective Security Treaty Organization (CSTO) in Sochi, Russia.
The meeting was preceded by a narrow-format meeting of the CSTO member-states’ leaders. President Serzh Sargsyan delivered a speech at the meeting.
Below is Armenian President Serzh Sargsyan’s speech at the narrow-format meeting of the CSTO member-states’ leaders:
“Dear partners,
"I would like to begin with expressing my thanks to Mr Vladimir Putin for his hospitality and excellent conditions created for our work.
"Armenia approaches to the further development of the Collective Security Treaty Organization (CSTO) – a guarantor of its member-states’ security – from the standpoint of ensuring sovereignty and independence, enhancing our states’ defense potential and creating adequate mechanisms of meeting modern-day challenges and threats.
"We have repeatedly noted that further enhancement of our efficiency and our organization’s reputation is immediately dependent on the level of coordination of our foreign policy activities.
"Armenia has always fulfilled its commitments as we proceed from the priority of our allied relations and the principle of not causing damage to the collective security system.
"By and large, we have achieved positive results in this work. Previously planned joint statements on multilateral platforms, as well as collective instructions to the CSTO member-states’ permanent representatives at international organizations, have become regular practice.
"On the other hand, we believe it requires a series of coordinated actions to both enhance the efficiency of cooperation and correct the faults that, unfortunately, do occur. I would like to cite just one example: our documents, including the Moscow declaration approved last December, highlighted the importance of an exclusively peaceful settlement of the Nagorno-Karabakh conflict, with the OSCE Minsk Group’s mediation and on the basis of the UN Charter, international legal norms, particularly the nonuse of force or threat of force, equal rights, peoples’ right to self-determination and territorial integrity of states. An identical provision is incorporated in the collective instructions as well. However, in defiance of the spirit of our decisions, some of the member-states, on other platforms and in other organizations, adopt statements on the same issue, which discord with the CSTO-approved decisions. Documents have over recent years been adopted, including ones at the presidential level, which, at the instigation of the Azerbaijani side, selectively highlight the territorial integrity principle.
"Naturally, many countries have interests in Azerbaijan. But we can by no means put up with the fact that such relations results in the adoption of documents in defiance of the interests of the CSTO member-states and the image of the organization as a whole.
"This is an especially topical issue against the background of the Azerbaijani president's rhetoric stirring up hatred for Armenians, constantly uttered threats of force against the civilian population of Nagorno-Karabakh.
"Dear partners,
"Our organization remains committed to strengthening its ties with the UN and its special divisions, as well as with other organizations dealing with security issues. It is important that the CSTO go on pursuing its course of establishing regional and global partnership. It would be right if cooperation be in proprotion to the organizations' attitude to the CSTO.
"In the context of new global challenges and threats, the enhancement of the UN’s role in settling international crises is getting especially urgent. A glaring example is the latest developments in the Near East, particularly in Syria. Armenia, which is the CSTO member-state geographically closest to Syria and has a thousand-strong community in Syria, even keener feels all the risks and threats to security of the Caucasian region and the CSTO’s responsibility.
"Since the first days of the Syria conflict we have been for the soonest peaceful settlement of the conflict based on a national dialogue. In this respect, the role of the international community, particularly of the neighboring states, was to support the dialogue, with all the conflicting parties’ interests considered.
"In this context, we certainly welcome the Russian-US agreements on a peaceful settlement of the Syria conflict.
"Dear partners,
"In conclusion, I would like to re-affirm Armenia’s interest in getting observer status at the Shanghai Cooperation Organization, which is greatly contributing to the regional peace, security and stability. I hope for your support in this matter.
"Taking occasion, I would like to thank President of Kyrgyzstan Almazbek Atambayev for the great work done personally by him and by all our Kyrgyz partners during Kyrgyzstan’s chairmanship. Russia is picking up the baton.
"Dear Mr Vladimir Putin,
"I wish success to you and to our Russian partners. We are willing for close cooperation.
