Forthcoming Armenian-Azerbaijani presidential meeting significant – Vladimir Kazimirov
In an interview with Tert.am, former Russian co-chair of the OSCE Minsk Group Vladimir Kazimirov spoke of his expectations about the forthcoming Armenian-Azerbaijani presidential meeting in Sochi, Russia.
“To tell the truth, I have no special information at hand. But I think that such meetings are helpful. Of course, their effectiveness depends on results. Such meetings were frequent a few years ago and produced certain results. Unfortunately, they did not achieve their ultimate goals. I mean the Armenian-Azerbaijani meetings with Dmitri Medvedev’s participation.
“The forthcoming meeting is significant, necessitated by global developments, the Ukraine crisis, as well as by increased tension over Nagorno-Karabakh and on the Armenian-Azerbaijani border. The three factors impart to the Sochi meeting the significance it might not have on another occasion. Of course, it is most important to ease the recent tension. I understand that each of the sides is standing on its grounds, but they have to meet certain requirements. I mean they have to honor their commitments and agreements. First of all, I am speaking of Azerbaijan. I can say based on the results of Russia’s mission during the military phase of the Nagorno-Karabakh conflict. I mean a number of documents signed by the sides, but Azerbaijan failed to honor them. This problem must be resolved, a young state is supposed to enjoy an international reputation of one honoring its international commitments.
“I would like to hope that the upcoming meeting’s immediate result will be relieved tension. I am sure the relevant work will be done. Russia and its President Vladimir Putin are interested in it. And the conflicting parties, both Armenia and Azerbaijan, if they think deeply, they are supposed to be even more interested in settling controversial issues by means of a dialogue and mutual concessions.”
With respect to Armenian political analyst Ruben Mehrabyan’s statement that Russia is seeking to take full control of the Nagorno-Karabakh peace process, Mr Kazimirov said:
“I would call it ‘leveling’ in the context of the present geopolitical situation. Such meetings, with the Russian president’s participation, were frequent a few years ago and enjoyed support by all the co-chairs of the Minsk Group. So mechanically viewing some unfavorable international developments in a different context – as Russia’s attempt to take full control of the process – is absurd because Russia has from the beginning been for a natural settlement of the Nagorno-Karabakh conflict. Considering the 20-year-long period, we can say that it is Russia that got a 20-year-long ceasefire maintained – true, with all the negative factors and bad incidents.”
As regards the opinion that the Minsk Group co-chairs were partners 20 years ago, when the Minsk Group was formed, whereas they are opponents now, and the Minsk Group may be dissolved some day, Mr Kazimirov said:
“I think these are hasty conclusions. I am sure that both Russia and the United States are interested in a happy settlement of the Nagorno-Karabakh conflict. And despite problems between Russia and the USA or the European Union in other areas, the Minsk Group co-chairs have at least to date been unanimous on Nagorno-Karabakh. So we should not think the Minsk Group co-chairs are doomed to disagree over Nagorno-Karabakh because of their conflicting stances.”
With respect to Armenian citizen Karen Petrosyan, who was taken captive in Azerbaijan on Thursday and, according to Azerbaijani mass media, died suddenly, Mr Kazimirov said:
“I do not think I am supposed to answer this question. It should be addressed to the conflicting parties. I think the primary reason for the incidents both on the Armenian-Azerbaijani border and on the Line of Contact in Nagorno-Karabakh is that Azerbaijan does not honor the agreements reached in 1994, particularly the point on the withdrawal of troops from the border. Later, during Ilham Aliyev’s presidency, Azerbaijan brought its positions even closer to the Armenian positions. Under such circumstances, incidents are much more likely to happen. And we can only regret such situations affect civilians.”
