Agriculture insurance plan raises climate fear and skepticism in Armenia
Armenia’s Ministry of Agriculture has been exploring chances of livestock insurance in the past ten years or so and now has plans to launch a pilot project in one of the regions, according to a deputy minister.
Speaking to Tert.am, Garnik Petrosyan said they are now seriously collaborating with an insurance company to realize the idea. “We are seeking collaboration with international organizations. Particularly, we work with the UNDP Office; their experts conduct serious studies in our country, assessing the risks and observing their frequency. A roadmap elaboration is underway as part of the efforts to launch the insurance system,” he noted.
Asked to comment on the expediency of the reforms, Petrosyan pointed out to natural disasters, whose damages he said the state isn’t able to cover to address the villagers’ needs.
“Yes, the state provides considerable aid to mitigate the consequences, but that’s only assistance to the villager in plight. The best option is to launch a stable insurance system that could offer support and aid to the villagers, compensating the damages. But the problem here has to do with trust. We are not inclined to think that the system will be launched with rapid efforts, but the pilot project’s implementation may inspire trust in people,” Petrosyan added.
Asked whether insurance companies themselves are willing to collaborate with the sector in view of the high risks, the deputy minister said the project under way addresses the interests of both the villager and insurance providers.
“After the recent years’ hailstorms and freeze, the villager now sees that insurance is the right way, but they have misgivings and skepticism when it comes to practical steps. That is why, we are trying to implement a pilot project to inspire trust in people,” he added.
Commenting on the project, President of the Armenian Agrarian Peasants Union Hrach Berberyan emphasized the importance of the idea but said he doesn’t think its guarantees are high for the agriculture sector. “If the state does reduces the potential risks in the sector, insurance companies will ask the villager to have his harvest or livestock insured. We will have an anti-hail service and a network system enabling the villager to reduce the chances of freezing; insurance will thus have its place in agriculture,” he said.
Asked what he thinks about the pilot project, Berberyan said he knows that the risks are high in the sector, with the veterinary services not functioning properly in Armenia. “Veterinary medicine is not on [such a high] level here to rule out brucellosis and other diseases. With the risks in the sector high, the program may have no future at all. I am sure no insurance agency will offer insurance for pigs, as we lost a huge livestock this year,” he noted.
