Business in Armenia’s borderland: promises and concerns
Head of the borderline Chinar village community in Armenia’s Tavush region Samvel Saghoyan’s call to businessmen to benefit from the law on tax exemption for business activity in Armenia’s borderline communities has not yet received any response.
In an interview with Tert.am, Mr Saghoyan expressed hope that the enforcement of the new law from January 1, 2015, will stimulate the business community’s interest.
“No response has so far been received. The law will be enforced from January 1, 2015, and [businessmen] may show more activity. Even if they open small enterprises using local raw materials, people will work and they will benefit. They can be different businesses: woodworking enterprises, weaving factories, canneries, hothouses, mushroom cultivation,” he said.
As regards possible risks, Mr Saghoyan said that people are living with their children in the borderline villages, so businessmen have no reasons for concern.
“If people live with their families in our village, we all must help to improve life here and defend our community. I always say that our security is guaranteed and our borders are inviolable. If tens of thousands of people are living in dozens of villages, there is no obstacle if they [businessmen] realize what the homeland is,” he said.
Tavush Governor Hovik Abovyan told Tert.am that a number of bids for business activities in the borderline regions have been received.
Mayor of Chambarak, Gegharkunik region, Yura Avalyan has no information on whether the tax exemption law is applied to the local community.
“My concern is that only village communities are mentioned. Since Chambarak is a town, I am concerned. But I have not seen the list, so I cannot say for sure. I think it is a matter of time, but no response has so far been received. The reason why businesses are not started up in our region is that it is considered to be a risky zone. I cannot say whether the promised benefits will be of interest to people,” he said.
Gegharkunik Governor Rafik Grigoryan told Tert.am that two communities, Vahan and Chambarak, are on the government-approved list. Although businessmen show interest in the communities, no specific investment programs have so far been proposed.
“I met with businessmen and they got acquainted with the region. They are showing interest, which is the most important thing. I think a program will be implemented in the Vahan community under our agreements.”
