Armenia doing nothing to prevent transfer of Gyuumri family’s murderer to Russia
The Armenian side does not create any conditions to illegalize the trial of Valeri Permyakov (who is charged with murdering a 7-member Armenian family in Gyumri) in Russia, Artur Sakunts, Head of the Helsinki Citizens Assembly Vanadzor office, told Tert.am.
“How are they going to take Permyakov to Rostov? They have to have him leave Armenia. We asked the investigator why they did not imposed restraint. I would like to remind you that it was the Russian side that arrested him. The Armenian side did not make any decision. And if the Russian side takes Permyakov away one day, the Armenian side has no documents to prove illegality of the Russian side’s actions,” Mr Sakunts said.
Lawyer Araik Zalyan told Tert.am that Armenia’s Investigation Commission did not respond to a petition for restraint on Permyakov.
“We demanded that they provide us with a number of other documents, but they only allowed us to take part in investigative actions,” he said.
Chairman of the Helsinki Committee of Armenia Avetik Ishkhanyan told Tert.am that the day after the murder the Prosecutor’s Office of Armenia issued a statement, referring to Russia’s Constitution.
“They stated that the Russian side would not hand Permyakov over to Armenia. I think everything was clear from that day on.”
According to him, all the issues – from restraint to his mental and criminal capacity – have been settled under Russian jurisdiction.
“Different legal debates could take place. But this is one more unlawful act, and we are going to face them until the trial takes place,” Mr Ishkhanyan said.
According to the human rights activists, the Russian side is sparing no effort to prevent Permyakov from appear in court. Otherwise, it would be possible for the victims’ relatives to ask him questions, which could reveal numerous details.
With respect to Armenian public and political figures’ statements that Russia is doing its best for Permyakov to be tried in Armenia, Mr Ishkanyan said:
“There may be a lot of details concerning the motives for the murder. I do not mean any intrigues by countries – this possibility needs to be verified though. It may have been revenge or an ordered murder, which may cause a great scandal. And the Russian side is doing its utmost to cover this all up, laying the blame on Permyakov.”
According to him, Russia does not care about any anti-Russian sentiments over the matter.
