Resolution on 100th anniversary of Armenian Genocide to be submitted to all parliamentary assemblies – MP
The three Armenian member-parties of the European People’s Party (EPP) – the ruling Republican Party of Armenia (RPA), Rule of Law party and Heritage party - are hopeful that the political resolution on the 100th anniversary of the Armenian Genocide will evoke responses by different political bodies, particularly the OSCE Parliamentary Assembly, Euronest and PACE, Artak Zakaryan, Chairman of the Standing Committee on Foreign Relations, Parliament of Armenia, who - together with RPA Vice-Chairman Armen Ashotyan – represents the RPA at the EPP, told Tert.am as he commented on a draft submitted by the three Armenian EPP member-parties.
“I should say that we had not for a long period had such a strong-worded and clear resolution at the international level, and we plan to submit it to other parliamentary assemblies,” he said.
According to him, it was the EPP’s political decision.
Asked about possible political consequences, Mr Zakaryan said that the issue of recognizing and condemning Armenian Genocide, dealing with the aftermath, struggling against denial is on the political agenda of Europe’s major and most influential political party.
“The most important thing is that the resolution was the result of a political decision and could serve as a basis for further legal formulations and documents because in considering the issue of the Armenian Genocide any structures have to refer to previously approved resolutions and statements,” Mr Zakaryan said.
Asked about prospects, Mr Zakaryan said:
“It was not easily done at the EPP as well because it a union of different political parties. One thing is clear, however: a bearers of European values cannot object to condemnation of the Armenian Genocide nor can present-day world welcome denial of the Armenian Genocide.”
Asked about the Turkish lobby’s activities to prevent the adoption of a resolution with such wordings, Mr Zakaryan said that they must have attempted, but did not succeed.
Various debates took place, and the EOPP leaders had thoroughly discussed it.
“Their only proposal concerned the removal of an imperative wording, and we agreed with it because it did not deal with the Armenian Genocide proper. It was a kind of institutional wording, a norm binding on EU member-states, which could have been politically misperceived. As regards the recognition and condemnation of the Armenian Genocide, dealing with its aftermath, calls to Turkey to face its own history, and, viewing it in the light of European set of values, as part of human rights, Europe’s most influential political force makes such strong-worded assessments,” Mr Zakaryan said.
More interesting is the point that “invite[s] Turkey, in the finest example of integrity and leadership proffered by the Federal Republic of post-war Germany, to face history and finally recognize the ever-present reality of the Armenian Genocide and its attendant dispossession, to seek redemption and make restitution appropriate for a European country, including but not limited to ensuring a right of return of the Armenian people to, and a secure reconnection with, their national hearth―all flowing from the fundamental imperative of achieving Reconciliation through the Truth.”
“By and large, the document contains wordings that are the rather strong and darting wordings. To the EPP’s credit, I should say that it perfectly fits the European set of values, condemning all the unacceptable phenomena and calling for following Europe’s best example of recognition of genocides.”
