Russian, French leaders’ visit to Armenia unrelated to Nagorno-Karabakh – analysts
Despite Turkey’s claims that the French and Russian presidents’ April 24 visit to Armenia might have been motivated by intentions to promote a progress in Nagorno-Karabakh peace talks, political circles in Armenia rule out connections between the two processes.
“We all understand that Turkish officials have been recently at odds, not knowing how to comment on, or whether to confirm or deny [the fact of the Armenian Genocide]. Following the Turkish press, I can practically say that the entire diplomatic campaign which Turkey conducted – including the [speculations over the date] of the Gallipoli anniversary - has failed. So [Prime Minister Ahmet] Davutoglu can say things of the kind and even talk of more absurd things,” the political analyst Agahasy Yenokyan told Tert.am, commenting on the Turkish prime minister’s recent criticizing remarks.
In a statement issued Friday, Mr Davutoglu said that the visits by leaders of the states, which act as mediators in the negotiations over Nagorno-Karabakh, cast a shadow on their independence in the OSCE Minsk Group.
Turkey repeatedly cites the unsettled Nagorno-Karabakh conflict as a precondition for the normalization of its ties with Armenia. The issue has been permanently under the spotlight of Armenian diplomats and political analysts.
Asked whether it could be a diplomatic drawback or the Turkish authorities are really indifferent to the question’s publicity, Minasyan said he has known since the signing of the 2009 protocols (on the Normalization of Armenia-Turkey Ties and Opening of Border) that the Karabakh conflict is of little if any interest to Turkey.
“I made sure that the Karabakh issues is, as a matter of fact, a pretext for the Turks, as their interest in the Armenian Cause is limited only to the Genocide issue,” he said, adding that Turkey erroneously treats the unsettled land dispute as a leverage that could be used to balance the Armenian side’s positions.
Asked whether Putin’s visit really came as a big surprise to Turkey, the analyst said he sees that the two countries which have, over the course of the past century and half, had problems with Europe, have repeatedly attempted to approximate bilateral tactics or to detach positions.
Minasyan said he finds the Russian leader’s visit a solid proof of the fact that the country remains Armenia’s military and political-military ally, to which the energy agreement with Turkey is inferior.
Speaking to Tert.am, Aghasy Yenolyan, a deputy director at the Caucasus Institute of Media, noted that the Turkish side treats the two statements as processes pertaining to the same platform.
“From the point of view of international relations, it is wrong, because the Armenia-Turkey relations concern relations only between two states, with the Karabakh issue being an absolutely different matter between two other neighboring countries. And so the protocols address all the issues that have to do with the Armenia-Turkey relations, whereas there isn’t anything at all about the Karabakh issue,” he explained.
The expert noted further that both Russia and France have long acknowledged and condemned the Armenian Genocide, adding that their leaders’ visit to Armenia is even more significant than the decisions adopted on the parliaments’ level.
