US to exercise influence on EU-EEU talks – Armenian analyst
The EU’s possible move to negotiate a partnership plan with the Eurasian Economic Union will not be without influence by the United States, an Armenian analyst has said, commenting on the European Commission chief’s recent written proposal to Russian President Vladimir Putin.
Speaking to Tert.am, Aram Safaryan, the president of the Yerevan-based NGO "Integration and Development” hailed Jean-Claude Juncker’s statement as a positive effort towards developing relations between the two blocs. But he did not elaborate further on possible developments.
“I am a little bit cautious about my comments, as the negotiations by the EU will incur a great political influence by the US, so we need to closely follow how the US will lead the EU efforts towards establishing relations between the Russian Federation and the Eurasian Economic Union. Anyway, this statement is positive, so we need to create the necessary atmosphere to promote future negotiations,” Safaryan explained.
In response to the European official’s letter, the Kremlin later issued a statement affirming Russia’s support to the idea as a necessary precondition for developing trade-economic relations.
Commenting on the Russian authorities’ position, the Armenian analyst said he finds that the Putin administration has always been interested in developing and deepening relations with the EU. He noted that back in May 2012 (before the Ukrainian crisis), the Russian president signed an historic decree outlining the country’s foreign policy trends which, among other things, included also the EU-Russia relations as an important element to develop a strategic partnership.
“The same idea was highlighted in Russia’s foreign policy clause in 2013. Let me note that it was Putin’s idea to establish trade-economic relations uniting Lisbon and Vladivostok into a [geographic area] which would encompass the European Union and the Eurasia Economic Union. This vision was not considered much last year due to misunderstandings by, and incompatibility with, the European and American circles,” he added.
Safaryan said he sees that Russia and the EU have arrived at the understanding that there are common enemies in the world. “These include the extremists, the repeated acts of terror and the threats that equally pose hazards to both the EU and Russia. So those threats were a chance for them to revise the entire complex of the relations. And they practically had their effect on Juncker’s letter,” the expert said, adding that he expects constructive processes instead of confrontations and mutual sanctions.
“After all, Russia and all its partners – Armenia, Belarus, and Kazakhstan – are sincerely interested in developing mutually beneficial partnership with the EU. And they have stated that repeatedly. So it is not a chance to be missed,” he added.
Safaryan said he knows that the Armenia sincerely wishes to see Russia and the EU in the role of partners (vs confronting adversaries), adding that the country’s attitude needs to be evaluated properly.
