New geopolitical situation could escalate into full-scale war - Stepan Danielyan
Head of the Cooperation for Democracy Center, political scientist Stepan Danielyan believes that a new geopolitical situation could escalate into a full-scale war, with Syria, Iraq, Russia-Turkey confrontation and so on to be the center.
Tert.am interviewed Mr Danielyan.
The communist members of the Russian State Duma addressed a letter to Russian President Vladmir Putin and Foreign Minister Sergey Lavrov, proposing denunciation of the Treaty of Moscow signed on March 16, 1921. Witt the Treaty of Kars, which was signed on the bass of the Treaty of Moscow, considered, do you see any threats the issue of the Treaty of Kars could be raised in the near future. Which state is going to act as guarantor of Armenia’s national security in that case?
I see such a threat. Such developments are possible. As first, such a proposal at the State Duma could be considered a warning addressed to Turkey. However, a statement by the spokesman of the Russian foreign office that the issue would be “seriously” considered suggests that such developments are possible. At the same time, Russian FM Sergey Lavrov spoke of Turkey’s intention to deploy its troops in Syria, which means the two nations’ armed forces may come into conflict. Should such a scenario unfold the Treaty of Brotherhood will be stripped of its importance. I think the issues should be considered in a broader context. In fact, the Middle East borders are being called into question.
Both the Treaty of Moscow and the Sykes-Picot Agreement, the latter proved as a basis for the present-day Middle East borders. All this has now been called into question. However, we used to think only Syria and Iraq were involved, whereas the list of such countries is getting longer, with even the South Caucasus involved. The West seems to have incited Russia to make such statements, and the United States is, naturally, not calling the borders of its official allies into question. I think Syria, the USA and Russia reached secret agreements.
Piotr Switalski, Head of the EU Delegation to Armenia, stated that Armenia and the European Union, which are negotiating a new legal framework, have entered a constructive stage. What does his statement imply?
To answer this question we have to recall the history of the process. The idea of eastern partnership was proposed in 2004. In 2008, Poland and Sweden submitted a relevant program to the EU, whereafter the program was reformed to an extent. The Vilnius conference in 2013 saw the most dramatic moment, when Ukraine and Armenia refused to sign the agreement. In Ukraine’s case, it resulted in a civil war and Russian annexation of the Crimea. The EU and Russia were the conflicting parties. Russia believed there had been claims on its territorial influence, and a attempt would be made to bypass Russia in energy sources supplies.
A new geopolitical situation has now developed, which could escalate into a full-scale war, with Syria, Iraq, Russia-Turkey confrontation and so on to be the center. On the one hand, Iran is entering the political scene, with changes on the energy markets taking place. On the other hand, Europe is seeing radical changes – the problem of immigrants, economic instability, and higher chances for nationalist forces at the forthcoming elections in the EU member-states. In this unstable and rapidly changing situation we have to understand what Armenia and the EU can negotiate. I think the negotiations could last for a long period. Economic issues and steps to improve governance and democracy institutes are of important for us. But I think all that will depend on the regional processes.
