Most of Nagorno-Karabakh population for presidential government – Aharon Adibekyan

Forty-eight percent of the Nagorno-Karabakh population welcome a transition to the presidential system, given a need for improvement of tactical control in the current military situation, sociologist Aharon Adibekyan told reporters on Thursday.

A constitutional referendum is to take place in Nagorno-Karabakh on February 20.

The Sociometer center has conducted a survey involving 1,000 voters and 30 experts representing political forces and NGOs.

According to the survey results, 80% of the voters are informed of the processes and 70% are informed of the referendum-related novelties.

“Forty-eight percent of the respondents welcome the presidential system given a need for improvement of tactical control in the current military situation, and 7% object to it given possible risks of authoritarian rule,” Mr Adibekyan said.

Some of opposition forces are for a new Constitution, but most of them object. Part of the ruling circles is doubtful about the referendum as any changes could prove to be a blow to their positions.

Mr Adibekyan is sure that about 80% of the Nagorno-Karabakh population will vote for a transition to presidential system.

“Most of the population believes that the incumbent president’s image is a guarantee. He inspires confidence and has all the qualities the head of a presidential government needs,” Mr Adibekyan said.   

83% of the respondents said they support the proposed change to rename the Nagorno-Karabakh Republic Artsakh Republic. Another 11% expressed their disapproval.

“Mainly the young people are against the name Karabakh. They want to detach themselves from the Turkish name. The 11% who are against the change link their identity to Karabakh,” he added.

In a recent interview with Sputnik Armenia, Artak Beglaryan, a spokesperson for the Nagorno-Karabakh prime minister, said the revised draft constitution proposes using the two names simultaneously but gives more preference to Artsakh.
