Children account for 50% of trafficking victims in Armenia in 2017 – police official
Armenian law enforcement authorities resolved seven trafficking cases in 2017, identifying 12 victims of whom six turned out to be children, a senior police official said today, introducing the past months' statistics.
“Of the reported cases of sexual abuse, one is internal and two others are external – committed in Turkey and the United Arab Emirates. Twelve victims were identified, of whom six were children,” Vache Hovsepyan, the head of a special subdivision at the Police Department on Combatting Organized Crime, told reporters.
He cited the domestic legislation envisaging five to eight years’ imprisonment for crimes of sexual abuse and labor exploitation (the term being extended to up to 15 years in case of targeting minors).
A total of 10 trafficking cases involving 24 victims were registered in the country in 2016.
Vahram Kazhoyan, the head of the Foreign Ministry's International Organizations' Department and the chief of a working group tasked with combatting human trafficking, highlighted a decrease in the number of cases over the past 10 years (since the launch of an institutional anti-trafficking campaign in Armenia).
“Our success was really considerable in the 10-year period. The number of trafficking victims essentially decreased compared to the first years of independence. Against the 200 victims involved in one criminal case in 1992-1993, we know register one or two persons in every single case,” he added.
In the US Department of State’s 2017 Trafficking in Persons report, Armenia for the fifth time appears in the Tier 1 Group, which includes 36 states out of the 187 countries under study. None of the former Soviet republics is represented in the group.
According to Kazhoyan, Armenia is largely a source country having three key destinations: Turkey, United Arab Emirates, and Russia (in the latter case, most victims are subjected to labor exploitation). “So it is naturally, very important to carry out serious work with the countries which largely appear trafficking targets. The absence of diplomatic relations with Turkey prevents us from fully realizing our potential, but we work rather successfully with Russia and the UAE,” the diplomat added.
