Zhamanak: Alternative to peace deal: Armenia from the inside out
Below is an excerpt from the paper’s editorial
The Armenian authorities have already managed to state that the international community has not adequately reacted to Aliyev’s [territorial] ambitions, voiced the Yeni Azerbaijan party’s recent congress. The Azerbaijanis later certainly edited their president’s statement, saying that he spoke about “the return of historical regions to Azerbaijanis” rather than “returning just regions”.
The statement in question is, nevertheless, an aggressive remark by one subject of international law to another. And that certainly needs a response targeting a specific party. Yet on the other hand, it is important to also return to an axiomatic truth of international politics, something which isn’t yet fully perceived when it comes to the Armenian society, especially the government.
Responses in international politics are worded based on real interests, with the norms of international law being only their auxiliary tools (not vice versa). Hence, Armenia is always free in terms of expecting an adequate reaction by the international community; practical expectations however, require also efforts towards achieving an adequate response by the international community. And the international community forms its response every single day and every single hour, following state-building processes, state qualities, actualities and civilization. In other words, the international community’s reaction is directly proportionate to the qualities of the Armenian statehood and directly dependant upon Armenia's status as an international subject.
No doubt that a similar statement by Aliyev - regarding, for example, a European capital - would attract a very tough and specifically targeted reaction by the international community. In theory, it is really unjust that we do not see this kind of attitude in the case of Armenia. And certainly, the problem here deals with not only unjust policies but also practical politics - given that the somewhat silent, intert or nuetral stance on Aliyev “feeds” him in a way with a sense of permissiveness, potentially increasing the risk of adventures. At this point, any instability would be only seemingly far from Europe, as another Armenian-Azerbaijani war would no longer be limited to only two sides or even regional borders (considering both the accumulated armaments and the diversity of geopolitical interests).
