Armenian authorities and opposition must find common ground 'to end political crisis' - expert
The Armenian authorities need to enter into negotiations with the opposition to discuss the internal political crisis in the country and agree on solutions, according to Artur Martirosyan, an expert specializing in conflict management and negotiations.
In a recent interview with Tert.am, he commented upon the fresh start of the civil disobedience campaign following the breakdown of talks between opposition leader Nikol Pashinyan and Acting Prime Minister Karen Karapetyan.
“Sides normally sit around the negotiating table whenever they see their alternatives are weaker from what they could logically expect in case of conducting talks. If they believe they have a strong alternative, then negotiations are pointless in essence,” he said, recommending against the use of ultimatums as a possible strategy.
“The authorities need to adopt a bit different approach to the issue to be able to bring Nikol Pashinyan to the negotiating table. They must be able to demonstrate that the alternative is not so powerful given the vast variety of complicated scenarios in the current situation,” Martirosyan added.
He did not rule out possible provocations either. “Nikol Pashinyan may potentially rally as many as 100,000 people; paradoxically though, an increasing number of [supporters] would make the matters worse for him, as managing so many people is really difficult. Provocateurs might take advantage of the moment to incite [tensions],” he noted.
Asked to comment on the general public enthusiasm after Serzh Sargsyan’s resignation as prime minister, the expert said he would evaluate the situation a little differently. “It is important to always define [specific criteria for] success. When considering the opposition’s final objectives and programs, however, we do not actually see that we have realized any. So the question is how to achieve that. But I wouldn’t like to evaluate any chances of victory at the moment.”
“Tactically, yes, there is a victory. And that has inspired the movement with hope that they can virtually achieve all their objectives. But that may also have a negative role as they may rely [on what they so far achieved] without taking further steps and actions, and thus endangering the realization of their desires,” he added.
The expert further proposed his own method of reaching a breakthrough (which he said should be dialogue and negotiations rather than continuing attempts to reject one another). “Only after doing that can they reach an important consensus to serve the public interest and conduct proper elections untainted by fraud,” he added.
