Armenia’s new government: either professional team or ‘kamikaze’ cabinet
If Karen Karapetyan, who is going to work under pressure during the 2017 elections, fails to employ professionals as his cabinet members, it is going to be a “kamikaze” cabinet, said Atom Margaryan, Associate Professor at the Department of Regulation of Economy and International Economic Relations, Armenian State University of Economics.
“Experienced professionals. If he fails, it will call it a ‘kamikaze’ cabinet, which will work for a short period, up to seven months. Or if he invites businessmen ministers that own known or unregistered businesses, he will fail,” the expert said.
As to whether Karen Karapetyan will be given carte blanche, Mr Margaryan said that it must be the case if a government of national agreement is in question.
Karen Karapetyan highlighted his two-phase program, which is no coincidence at all. People must be given a chance to show some results “for the future” before the elections.
“Ex-premier Tigran Sargsyan laid the foundations for long-term planning – 2012 to 2025, if I am right – because there is no alternative. If you are a professional, you should send out long-term signals,” Mr Margaryan said.
He welcomes the fact that Karen Karapetyan is a representative of business community as it could be a positive signal to investors.
Summing up, Mr Margaryan calls for waiting for the document and team to be introduced.
Commenting on Armenian President Serzh Sargsyan’s satement that Karen Karqapetyan is expected to make prompt steps, Mr Margaryan said that these could be short-term solutions that involve, for example, taxation.
“A great share of shadow economy is not a secret at all. And I do not think the relevant structures have no information on how much one or another does or does not pay. And Karapetyan is acapable of improving this budget-related situation,” Mr Margaryan said.
Necessary programs may include reduction of administrative expenses – a policy declared by Hovik Abrahamyan, which has never been launched.
“If Karen Karapetyan can resolve this grave problem, even if he is premier for just seven months – both he and his team, if, of course, they are not clan members – are able to do it, they will actually do great job,” Mr Margaryan said.
According to him, the administrative staff could be reduced by a fourth.
With respect to differences in the work style of Armenia’s ex-premier Hovik Abrahamyan and the candidate for the post Karen Karapetyan, as well as of their respective heritage, economic analyst Hayk Gevorgyan told Tert.am that Karapetyan is inheriting a huger national debt.
“Since 2008, Armenia’s gross domestic product has ranged within US $10-11 billion, though official statistical data show different economic growth figures. That is, there is not actual economic growth, they just show figures. Rather, Armenia’s foreign debt has almost tripled during the period in question, and poverty has not been considerably reduced,” Mr Gevorgyan said.
According to him, the corruption level remains unchanged irrespective of who is Armenia’s premier.
