Yerevan city council elections ‘were both unique and sad’, says intn’l observer
The Yerevan city council elections, held on Sunday, September 23, were both unique and sad, according to Dr Alexander Tsinker, the president of the International expert Center for Electoral Systems (ICES).
“As the first ever elections in the country after the power transition, there was a kind of intrigue about the ways of organizing and conducting all that,” he told reporters in Yerevan,
Tsinker, a former member of the Israeli Knesset, said he was also surprised that no international election observation missions were present at the polling stations to monitor the voting.
“The [candidates] listed on the political parties’ ballot-papers did not evoke the negative associations typical to the former authorities. Their platforms were all about a ‘fat and lucky’ future,” he noted.
Eight local NGOs had applied to the Central Electoral Commission to monitor the conduct of the elections.
Another interesting moment, Tsinker said, was the absolute absence of sabotage "despite the fact that most precinct committee members were representatives of the [former] ruling Republican Party.
“But the short period of campaign created unequal conditions for the 12 participating [political forces]. The governing and leading party does not clearly need to be represented, but the newly formed political forces and blocs had a problem in terms of introducing their platforms,” he added.
Tsinker said he also observed that not all the political teams running for election had proxies in the polling stations. Only the political bloc My Move (representing Prime Minister Nikol Pashinyan’s Civil Contract party and his co-thinkers) was represented everywhere, with members of the Prosperous Armenia party having proxies in most places, he noted.
“There was either no team or [the political forces themselves] did not want to have any,” he said, highly praising, on the other hand, the absence of repeated voting attempts.
Tsinker said he also appreciated the general trust in the election outcomes. As for the low turnout, he considered the reported figures (43.65%) absolutely normal for a local government election.
